Commonwealth Fund: How Many Are Underinsured? Trends Among U.S. Adults, 2003 and 2007

It’s not just the 47 million uninsured who have trouble paying for the health care they need.  This report estimates another 25 million are underinsured – they have coverage that doesn’t pay for needed services or hits patients with unaffordable deductibles and co-payments.
